They boost very slighly their unit. Sometimes they provide only +1,+2 attack/defense even after exceeding level 10. Sorcery and Intelligence specialists are definitely better. There are 2 in-your-face vulnerabilities of PotDF: Just bring good artifacts against it. Power has really shitty stats for how many slots it occupies. Wood Elves and Grand Elves are the level 3 creatures of Rampart. They are recruited from the Homestead . "Armed with bows, elves are the only Rampart units with a ranged attack. Grand elves take two shots per attack." RoE manual. Sometimes it pays off to hire a third hero, that will be your own judgment call. The earlier you have the Capitol, the better, except if that requires you to spend too many turns not building anything. IMO the most useful initial units, to bring along with your level 1s, are: Castle - Marksmen. Rampart - Grand Elves.
